They did mention during the stream (in the chat) that they were aware of all the missing skins emails and they were working on it.

Why 2 weeks?
It is given manually meaning that someone has to go through all the gamertags with both checks and award each account the skin.
During both streams it was mentioned that it would take up to two weeks.
Ask EGL.
They announced the 2 weeks thing way before the tournament began. Read this:
