Thought I would give this a more proper response.
Baird is an amazing character/class, now I’m late to the Baird train but boy oh boy do I enjoy using him, he’s like a weak Fahz/Engineer hybrid, its insane all the interesting and powerful things he can do for your team. I recently had a Master run on Pahanu (1-50 btw) and I ended the game with about 2.5 million damage and over 300 kills 
If you think Baird needs to be buffed any its because you don’t know how to use him lol, because of him relying on a precision rifle so much I am aware that he requires a great deal more effort/skill than Del does, but I’m a fan of skill so that’s all I’ll say about that.
Del on the other hand is drastically worse, now you could make the argument that he is better when paired with Jack (because he can buy Forge cheaper than anyone else) but the issue with Del is not just that he has god awful damage output, its that he lacks all the interesting and unique ways you can use Baird. I personally think all he really needs is maybe a shock grenade card (shock grenades would last longer, do more damage, that sort of thing) and maybe a card that allows him to increase his Shock Tracker amount (with his ultimate) or something like that, aside from that he’s fine for the most part. I would also really really love to see a lazer barrier card as they are essentially worthless, but that’s just me.
I won’t go into the issues with Kat, she has very little cards, I suspect TC will most likely rework Halo/Terminator classes in the future, hard to guess what they’ll do with her.
Adding perks to Engineers doesn’t make any real sense… What would be the point of said perks? If it were to do damage than it would essentially just diminish the value of actual damage dealers, and would just make Masters easier because now everybody can kill a Warden or what have you, so that one is probably not wise. The other possibility would be to make them better from a support/engineer perspective, like maybe they could repair faster, or they could make fortifications that deal more damage and stuff, which is all kind of unnecessary because they already do a damn fine job at Engineering.
I also suspect giving engineers perks would just be um… toxic. Like imagine you give your energy to the engineer hoping that they’ll build you a weapon locker or something just really vital for the team, they then decide to turn around and spend all of the energy you gave them on something pointless/redundant like more damage or what have you, now I’m not a rocket scientist but I suspect that a character like Kait or JD or any of the non engineer characters would’ve gotten far more bang for their buck from said perks than the Engineers would.
Summary: giving Engineers perks sounds fun and all, but it’ll hurt more than it would benefit them I suspect.
