That’s not excuse to ruin/troll other people’s game.
They can use their brain and host their own practice game and earn their cards under their rules. I never entered Masters or higher level games with low level characters. Ever.

To “troll” requires some level of intent, and this isn’t what we’re talking about.
As for ruining someone’s game, that can be done by anyone through a variety of ways. Just being a poor player but with high level and cards can “ruin” someone’s game. A high level player may just be really unpleasant and offensive through what they say using in-game chat. Some people just want to be carried for a bit. We can debate whether this is something that should or shouldn’t be allowed or not, but that’s a different matter.
