This was a problem well before the daily CXP rewards came to be, it sucks. High level promo’s aren’t entirely useless, apart from maybe Striker, but a lot of people think that low level characters (any really) are somehow able to do their part on inconceivable or master, which is almost never the case.
Problem is that character level on its own doesn’t mean anything anymore at this point, so public matches are a sewage fest most of the time, no matter how you want to cut it.

Connor, can throw frags or use a trishot I guess? Yay? Even JD is better for that if you really want to use Frags all the time.
No they are not. They are not as good as the classes tc put in work to try to balance, true, but that does not equate to useless. Kat has the best ult of the engineers (btw afaik there are only 2 other engineers), Emile and Connor have their limitations but also some highlights. The only one bordering useless is Grace, whose foundational mechanics are almost entirely nullified by game design choices.
Jack is best engi and has the highest repair-speed even with perks in mind. That’s arguably the best Ult and Bairds DR1 also has its use. Both leagues better than the hologram.
Yes. I think that’s mostly attributed to the fact it’s been double xp until recently, and maybe Christmas noob season.
As long as they’re hosting, I don’t see how that would inadvertently affect anyone else. I think it’s good they’re hosting.
Healthy wasn’t the word I used. I was referring to the CXP bonuses and how I thought they are good for the game, not architects hosting lobbies and strikers filling customs. I think CXP is good because it:

Gives people more motivation to grind for venom skins (and therefore play)

Introduces some pvp players to pve. Some may stick around, and it can give players another avenue to explore within this game when they’re burnt out on the issues of pvp rather than quitting the game entirely.
I just don’t think the negatives as you’ve outlined outweigh the positives, and I think perhaps mostly they can be rectified on their own and without removing CXP daily bonuses from the dailies.
Ah, counting Jack as an engineer, yes I can see how one can do that. Yes, his ult is good, but better than Kat’s? Situational I say. Bairds ult? No way, Baird’s robot makes the AI teammates look like Mensa members.
He’s a total killer machine in his finest moments.
I’ve had my DR1 solo a boss on occasion, and I’ve also seen the DR1 struggle to face towards the direction of the enemies.
It’s either very useful or very annoying, and never in-between.
Maybe they should just remove public games entirely? 
It’s in an issue in custom though. In public they don’t have to be sneaky about it, no one can kick them there.
Bots won’t get sneaky with you, try those if other people won’t bend.
Oh yeah, because Master Frenzies with 4 bots and 10k to work with is so much fun…

Well, it’s more likely than you’d think.
I struggled to finish Elite on Forge the other night (daily map… I died idk how many times on final wave lol 2 or 3 times I was almost done, the most frustrating of course being when it was down to me and wakaatu, his health as low as it can get without being dead be trying to drill it with talon cause the lancer I bought just for him was out, to finish it off, instead a stray acid ball hits me for the death smh.) but I’m also kind of fresh to PVE that I avoided for the most part til this Op.
As much as love the daily horde it’s also a complete chore with random teammates. Daily CXP rewards have brought forward a new blight of players trying level up classes that are not suited for the mutators offered at the time.
I see it every day when I play and this will continue to be a problem untill everyone gets lv 20 and the venom skins. I don’t wish to sound negative but there’s a big part of me that wants the CXP
rewards gone for these reasons.

The best part is that the leaks had the Re-up venom skins in them which removed the ugly greenish. Which is probably gonna make things even worse when people have to reach high re-ups for them.
They were called Ascendant and Team Crystal. I’ve no idea if both or just one tied to Re-ups.
I’m just gonna assume that every Heroic skin is gonna be tied to some kind of Level.
I just tire out of people being so obsessed with grinding. District would especially be such a case where most people will cheese it out in the boring asf Arcade room instead of properly playing. Which I have literally zero interest in because it is also extremely boring. And what’s the point in the grind when you don’t learn how to play during it - if you don’t already do and/or don’t learn how to play something quickly - and don’t really play once you’re done with it?
But in the end TC with their ridiculous grinds to create player engagement is at fault… doesn’t make it any less annoying when you get people who don’t have a single clue about how they should handle things while using a level 16 Tactician and are Reup 20, so they rush out running at the beginning of Choke. I can get it if you accidentally held down A for too long but running straight down the corridor to the stairs instead of just clearing the Grenadier(s) and Hunter/Drone/Sniper(s) out in stealth when possible, that’s not an accident, that’s being stupid.
I wish more people had the mindset of at least trying to get their skills to a reasonable level before they take them into high difficulties and/or learn the classes before that as well - assuming there is anything to learn, which I doubt is the case for promo classes except not killing yourself with Slugger frags - but 90-99% of players probably don’t care in the same way that I did to at least somewhat level the class skills and get some idea to play them while I get them to 20(which a lot of people probably obtained a lot more effortlessly with the 4x XP and pointless “run and restart” which I couldn’t get myself to do partially because it would make me want to shoot myself. The other reason is what I stated above, so it doesn’t really mean much because people might as well just assume I did zero skill grinding to obtain the skins which I didn’t do, but there’s no real way to prove that).
The main problems primarily with the whole 4 X xp is that players have a whole host of lv 20 classes with little or no cards to warrant being at that level. Level means nothing in gears 5 because you need the cards to be effective on higher difficulties, the skill level has been rendered less relevant to a large degree.
I’ve been playing this game since launch and all my classes (except promo) have lv4 cards at least before the increased the level cap, and as you rightfully said the time was spent to learn the classes and cards to be an effective team player. You couldn’t just run the surge all day back then with every class.
When I join a public game I’m often left speechless at some of the performance and strategy I see implented, like somebody else mentioned…maybe it’s me with the problem…
