I got all skins just fine. As long as you claimed them you should get them. If you were playing while you claimed the skins you have to restart the game. If you still don’t have them it could take a while to get them. I remember back in gears 4 people didn’t receive skins for a good while. If you don’t get them after too long I’d say try to contact them on Twitter and say something.
Also didn’t get because its appeared for 5min and then dissapeared. Otherwise I don’t know how I missed.
I have all of them, the only one I’m missing is the Surf Hammerburst, but I can’t remember if I ever saw it pop up or if I claimed it and it didn’t come through.
