Are we talking Gears 4? Swarm pod and Onyx Gold were some of the best skins in that game.
Gears 4 ofc.
4 had some incredible skins, mostly in the animated department because most of the plain skins were hot garbage. (Good concepts but they didnt come out well on weapons).
For example I think the KR skins from 4 would look really good in 5.

The Phantom skins would argue against that point. They look a hundred times better in 4.
