Today I realized they haven’t posted a what’s up article. I know they said they would change cadences but I thought they would atleast post something about the changes today. Do they normally post really late?

As @Buster_McTunder said, TC stated they will shift to Biweekly What’s Up as their sole focus is pretty much Gears 5 now.
So to keep What’s Up relevant with some content, it’s now once every 2 weeks.
