I’m on re-up 19. I still don’t have the team ice snub

hi everyone, I was just wondering why I don’t have the team ice snub yet seeing as I’m on re-up 19 and the team ice snub reward is on re-up 12. i want it so bad but I’m unable to get it, i don’t know why?

This table says its reup 26.

Edit: TC released a list prior to this with a bunch of mistakes. This is likely why you are confused.
