Is there anyway to get this character if you didn’t pre-order the game back in April?
Don’t think so. But if anything knowing T.C. it’ll probably be an event thing or even a paid character

They will wind up giving him away just for logging into the game. Just as they have done with everything in 5 that was supposed to be exclusive or a timed exclusive. Just complain a lot about how unfair it is and that you should get everything handed to you for free never minding all the money spent or time spent by other players acquiring these exclusives you so covet. It is foolproof.
