Does TC have like a timer for when skins come back, or do they just pick them out at random?

this. Also, they hate money that people would pay for old Chrome Steels so they never return.
TC doesn’t talk about future content and apparently returning skins fall in this category. This is the actual response I got from one of the dev-stream-mods.
