I would like know if I use the same xbox account can I play in Steam and Xbox One with the same progression if I play in both. Thank you very much
Yes. The Steam version requires a free xboxlive account and includes xbox and Steam achievements.
You can start playing on Steam and then switch to xbox one and all of your progress and unlocks come with you provided you’re playing with the same xboxlive account.

What about local saved data? Or is that on cloud? I mean Campaign saves.

Yea, seems like you’d need to play the campaign online for the cloud saves if you wanted to carry that progress between platforms.
