Well, the good news is that the licensing issue appears to be fixed with the new Windows 19041.208 release preview. According to Microsoft, this build will be the one that’s released to the public as the May 2020 update. Gears of War Ultimate Edition launches fine for me now.
So for anyone still running into this issue, either uninstall update KB4550945, or if you’re brave enough install the May 2020 update that’s currently in the Release Preview ring in Windows Insider.

This game is not only an embarrassment to PC but the franchise. Coalition didn’t bother to fix this game.
