Really hope that U are right , and i get point , but i understand why many players think that tuning cause problems ( slow tuning update ), thats becouse problems started at the same time . 
This is gameplay from Feb 09 - Feb 10.
It’s after the versus stuttering lobby fix but before the re-up update.
These issues have occurred in all of the quickplay modes but seem to be their most egregious during arcade matches.

I’m not posting this to draw negative attention to the game, I just wanted to provide insight as to what’s been happening for myself and a lot of other players I’ve been speaking with

Thank you for posting those videos. While I haven’t experienced those specific issues, I’ve seen very similar things as of late and each one requires the game to be exited and restarted. It just gets stuck in some horrible, inescapable loop.
It’s been fairly consistent but I can’t point to one specific thing which is causing it just yet and I’m inclined to think it’s simply server related. I filed a ticket about a week or so ago but haven’t heard anything yet.
I’ll post again if that changes or if I stumble upon some magic solution.
